/transactions/attachments

Create a size-bound upload reference and authenticated regional raw PUT URL for an expense attachment up to 100,000,000 bytes. PUT the unmodified file body to uploadUrl with the declared Content-Type and Content-Length. After the PUT succeeds, pass the attachmentId returned here in attachmentIds when creating or updating an expense transaction. Retrying the same completed upload is idempotent.
